Is turning on the "Open to Work" banner helping anyone, or is it a scarlet letter?

Half the internet says it signals desperation, the other half says it triples recruiter reach. I have data for exactly zero of these claims. What actually happened for you?

Turned it on, recruiter messages 3x-ed. Zero downside I could measure. Turn it on.
